Preheat the oven to 350°F (180°C).
Carve the bell peppers just as you would a pumpkin--make a circular incision on top of the bell pepper and dig out the membranes using a spoon. With a small knife, make incisions to create the eyes, nose, and mouth of the Jack-o-lantern. Set the left over bell pepper trimmings aside.
Place the bell peppers in a baking dish and add 1 inch of water. Microwave on high for 1 minute and set aside.
Heat the oil in a large pan and add the ground beef and sausage. Season with salt and pepper. Using a spatula, break the meat into crumbles and cook through, about 7 minutes.
Add the onion, garlic, left over bell pepper trimmings, crushed red pepper, and Rao's marinara sauce and combine.
Scoop the filling into each bell pepper and sprinkle the Mozzarella cheese on top. Bake for 12 to 15 minutes, remove, plate, and enjoy!
