Preheat the oven to 320 °F and line two baking sheets with parchment paper.
Separate the egg whites and egg yolks.
In one bowl, blend together the egg whites and cream of tartar until stiff peaks form.
In a separate bowl, blend the cream cheese to soften.
Mix in the egg yolk, salt, and garlic powder until well incorporated.
Gently fold the whipped egg whites into the yolk mixture making sure not to over-mix.
Spoon 1/4 cup portions of the foam onto the baking sheets and spread into even 4" circles, 3/4" high.
Note: Make sure to leave space around each circle.
Bake for 18-20 minutes, or until golden brown.
