Heat a greased skillet or griddle on medium heat.
In a bowl, mix together all of the dry ingredients.
Separate the egg yolks from the whites.
In a separate bowl, mix the egg whites and cream of tartar until stiff peaks form.
In a small bowl, mix the cream, yolks, and vanilla extract.
Add the cream mixture to the flour mixture and combine.
Gently fold the egg whites into the batter, making sure not to overmix.
Spoonfuls batter onto skillet/griddle and cook for 2 minutes on each side, or until golden brown.
