Heat an oiled skillet or griddle over medium heat.
In a bowl, mix together all of the dry ingredients.
Separate the egg yolks from the whites.
In a separate bowl, blend the egg whites and cream of tartar until stiff peaks fom.
Blend the cream, yolks and extract in a separate bowl.
Add the butter to the dry ingredient bowl and then mix in the cream mixture.
Gently fold in the egg whites, being careful not to over-mix.
Spoon batter onto heat skilled and cook until each side is golden brown (about 2 minutes a side).
