Preheat oven to 365°F.
Heat an oiled oven-safe skillet over medium heat.
Add the riced cauliflower to the skillet and cook for 5 minutes.
Stir in the table cream (or half-and-half), cream cheese, salt and pepper until completely combined.
Add in 1 ½ cups of cheese and chives to the skillet and stir for about 2 minutes or until cheese is completely melted.
Remove from heat and top with the remaining 1/2 cup cheese.
Place the oven-safe skillet in the oven and broil until top is golden brown.
