In a medium bowl, mix together egg whites, coconut flour, baking powder, garlic powder, salt and water.
Heat a medium skillet over low heat.
Once the skillet is warm, spray with non-stick cooking spray, and drop 1/4 cup of the batter into the center.
Note: Tilt the skillet on all edge to spread the batter.
Let batter cook for a 1-3 minutes or until it starts to rise/bubble.
or you lift it up and the other is golden. Flip and cook for 1 more minute.
Flip and cook for an additional 1-2 minutes or until golden brown.
Repeat this process for each tortilla.
